I think it's digital rights price is going to be higher than tv rights and both will be sold out to different companies..
I think it is very less chance that both rights will be sold out to star..
I'm not expecting Netflix bidding for anything.. They are against sports streaming as they are riddled with commercials, even during the last month when asked regd bidding for any sports globally, Ted Serandos, the CO-CEO and CCO of Netflix said they aren't interested in any sporting properties as they don't see them adding any value to them..
Netflix can't inflow the huge amount of money, It is rapidly losing subscribers in its home market so the money. I doubt if people will buy such expensive packs in India. It looks more like a marketing gimmick.
If Netflix gets digital rights, it will indirectly benefit the TV broadcaster as many wont be subscribing the costly netflix packs and instead go for a cable/DTH viewing.

The media rights tender of the Indian Premier League (IPL), already delayed, is set to take more time. The Board of Control for Cricket in India (BCCI) had announced that it would be done immediately after the appointment of the two new IPL teams late October. It could now come only next month.
Cricbuzz learns there could be three critical reasons for the continued delay in releasing the tender which is expected to fetch over Rs 30,000 crore (a little over $ 4 billion). One of the causes could be uncertainty surrounding the 10th IPL franchise.
