IF TRAI new tariff order is not applicable to Jio TV app, Vodafone TV app, Airtel TV app, then i feel Jio Giga TV service also be out of TRAI tariff order.

New tariff is not for JioTV, for JioTV and other OTT platform.

TRAI is currently asking public opinion for making rule so we saw Prasarbharati has recomended DD chs should be mandatory in OTT and license and censorship for OTT platfom to cotrol fake news and hate speech are some of the recomendation TRAI has received.

So Jio will say that their upcoming Jio Giga TV service which works thru Giga Fiber is not IPTV as it functions in Jio TV app

IPTV is private network so it's laws(Indian Netneutrality law) are different from OTT over normal internet. So if they declare TV service as OTT then they cannot prioritise OTT JioTV traffic on Jio network over other OTT services like hotstar/SonyLiv etc as it will violate Netnutrality law.

Now can jio handle video trafic without prioritise those bytes ? I don't think so

NBA urges TRAI not to grant any further extension for migration to tariff regime

Mr. Rajat Sharma, President, News Broadcasters Association (NBA), urges the Telecom Regulatory Authority of India (TRAI) not to grant any further extension of time beyond 31st January 2019 for migration to the new Tariff/Interconnect regime.

While Tata Sky has not implemented the tariff order, Airtel TV Digital has got package details of roughly 45,000 of its subscribers. Dish TV has received details from 35% of its customer base. Other DPOs have got customer choice from 30-50% of their customers.
