Don't talk about future tense, talk about present situation. If u think they will then this thread should be created after that approval. Don't u think so ? Because we don't know what will happen in future.

It's not activated by TS. There can be many reason. for example not handed over to tatasky, Isro has given it to some other users, or Tatasky don't need it to activate it now though they have it. So anything can be possible.
