Yes bro it worked!!!!! Though cc refused I tried with nodal officer he removed the topup and gave me refund!

Bro first i downgraded my pack to my plan 99.
Then mailed the nodal officer on same day to remove regional topup and refund me ₹61.
Then activated free topup through self care.
That's it!

Bro I changed my plan but till now tamil regional pack is showing as paid
